What exactly is a "small drone"?

The Pentagon calls them sUAS — small unmanned aircraft systems. That's the official term for everything from a $50 toy quadcopter to a fixed-wing aircraft the size of a small car. The military sorts every drone, friendly or hostile, into five weight classes:

This guide, like the original, is mostly concerned with Groups 1 and 2 — the small, cheap, easy-to-buy drones that anyone, including an adversary with no air force at all, can acquire off the shelf. Two basic airframes cover almost everything you'll see:

  • Multirotors (the familiar four- or six-propeller "quadcopter" shape) — vertical takeoff and landing, can hover in place, easy to fly, but limited range and flight time.
  • Fixed-wing drones (look more like a small airplane or glider) — longer range and flight time, but need room to take off and can't hover.

Drones are flown three main ways: manually by a person with a controller, semi-autonomously where the operator sets limits (like altitude) but the aircraft handles the details, or fully autonomously along a pre-programmed route with no live pilot input at all. A related category, FPV (first-person-view) drones, stream a live video feed to the pilot's goggles so it feels like sitting in the cockpit — this is the style most associated with fast, agile racing-style drones. A newer variant, sometimes called a fiber-optic drone, trails a thin fiber-optic cable back to the operator instead of using radio at all, which makes it immune to the radio-jamming defenses described later in this guide.

Drones are overwhelmingly a good-news technology

It's worth saying plainly: the vast majority of drone flights are completely benign. Fire departments use them to spot hot spots from the air, search-and-rescue teams use them to cover ground faster than people on foot, utilities use them to inspect power lines and pipelines without sending a person up a tower, and disaster-relief teams use them to fly medical supplies into places a truck can't reach. The concerns in this guide are about a small, deliberate misuse of an otherwise ordinary tool — not about drones in general.

Why this has become a security concern

Twenty years ago, aerial surveillance and strike capability belonged almost exclusively to states with an air force. Cheap, capable small drones erased that barrier. According to the FAA and Department of Homeland Security, real-world misuse now regularly includes:

Smuggling
Drug cartels use drones to fly contraband across borders and to scout Border Patrol checkpoints and foot patrols from the air.
Prison contraband
Correctional facilities regularly report drones delivering phones, drugs, and weapons over perimeter walls to inmates.
Improvised weaponization
A drone that can carry a camera can also be modified to carry and drop a small improvised payload — a tactic seen extensively in recent overseas conflicts and a growing domestic terrorism concern.
Flight-safety hazards
Airports regularly report drones flying too close to runways and approach paths, forcing delays and go-arounds.
Surveillance of infrastructure
Drones can loiter unnoticed over power plants, stadiums, or military installations, gathering imagery an adversary shouldn't have.
Swarms
Multiple drones coordinating as one group are far harder to track and stop than a single aircraft, and are an emerging tactic rather than a hypothetical one.

This guide deliberately does not go into the technical detail on weaponization that a document written for warfighters includes — that information isn't useful to a general reader, and leaving it out doesn't change anything about how to stay safe or who to call, which is covered below.

How defenders think about the problem

Every counter-drone plan, from a single handheld jammer to a military base's full defense network, runs the same four-step loop. It's simple by design, because the whole point is to work under pressure, in seconds:

Layered defense: why one system is never enough

No single sensor or weapon can cover every distance, angle, and drone type, so real defenses are built in rings — a strategy borrowed straight from castle design. Cheap, longer-range detection sits on the outside; the more precise, closer-range tools that actually stop a drone sit nearer the thing being protected.

The toolbox: what "counter-drone technology" actually means

The original 89-page Pentagon guide devotes roughly thirty pages to individual, named pieces of equipment — since new systems enter service constantly, a product list goes stale fast. What's durable is the small number of categories every one of those systems falls into:

Finds a drone and tells operators where it is. Radar tracks fast-moving objects at range; electro-optical and infrared cameras give a visual identification, day or night; radio-frequency sensors listen for the link between a drone and its controller; acoustic sensors listen for rotor noise.

The most common way to stop a small drone without any physical damage: jam the radio link between drone and pilot, or jam/spoof the GPS signal it uses to navigate. Most consumer drones are programmed to auto-land or return home the moment that link is lost.

Why "defeat" so rarely means "shoot it down"

Bullets, missiles, and even lasers come with a real downside: whatever they hit has to land somewhere, and a fast-moving projectile fired near people or buildings is its own hazard. That's why defenders reach for electronic disruption first whenever possible, and treat kinetic options as the choice of last resort for the fastest, most dangerous, or radio-silent threats — the ones nothing else can stop in time.

If you spot a drone acting strangely

The military trains its people to run a standardized report the moment they see a drone. You don't need a radio callsign or a grid coordinate to do the civilian version of the same thing well:

    Don't interfere with it
    Don't try to grab it, throw something at it, or fly your own drone at it. If it has crashed or landed, don't touch it — batteries can be damaged and hot, and if it's evidence of a crime, handling it can compromise that.
  2. 2
    Note what you can, safely
    Time, location, roughly how high and how far away, which direction it was heading, what it looked like (size, number of rotors, lights, any attachment), and what it appeared to be doing. A photo or video from where you're standing is genuinely useful — approaching for a better shot is not worth it.

    Call the right people
    For a drone that's an immediate danger — flying into people, near an active emergency, or clearly hostile — call 911. For a drone near an airport or interfering with aircraft, the FAA and local airport authority want to know. For a drone that looks like it's surveilling your property or a piece of infrastructure without any obvious lawful purpose, your local police non-emergency line is the right first call; the FBI's tip line (tips.fbi.gov or 1-800-CALL-FBI) is the right channel for anything that looks like espionage or terrorism.

What the law does not let a private citizen do

It's tempting to want to deal with a nuisance drone yourself, but three things are federal crimes in the United States regardless of whose property you're standing on: shooting at an aircraft (drones legally count as aircraft), jamming or otherwise interfering with its radio or GPS signal (a violation of FCC rules enforced with serious fines), and hacking or taking remote control of someone else's drone. The systems described in this guide are legally restricted to specific government agencies for exactly this reason. If a drone is a genuine problem, the report-it path above is also the effective one — it's how these incidents actually get resolved.

Last resort: when there's no one to call

The source document devotes most of its length to exactly this — how a unit with no higher headquarters to call protects itself from drones and, if it must, stops one. Translated for a civilian and scoped honestly, including the part the original doesn't cover: firearms.

Read the scope of this section before the content

Section 05 assumes 911, the FAA, and local police are a phone call away — that's true almost all the time, and it stays the right first move. This section is for something genuinely different: an extended disaster, a grid-down event, or a breakdown in normal law enforcement, where a drone is being used as a direct tool of surveillance for an attack, harassment, or coercion against you or people in your care, and no authority is coming in time. The instant normal channels are working again, Section 05 is the guidance that applies — not this one.

First: become a harder target

This is the part the source document actually spends most of its tactics chapter on, and it's also the safest and most reliable option by a wide margin — every method below works whether or not a shot ever gets fired. Translated from a military unit to a household or small group:

Cover & concealment
Get under something — a roofline, dense tree canopy, a carport — rather than standing in the open. A small drone's camera needs a clear line of sight; overhead cover defeats it completely, for free, every time.
Reduce your heat signature
Many surveillance drones carry thermal cameras. Running vehicles, open fires, and exterior lights all show up clearly at night. Shield or shut down heat sources you're not actively using.
Light & noise discipline
A flashlight, a phone screen, or a headlight is easy to spot from above after dark. Use red-filtered or shielded light pointed down, not out, and keep it brief.
Don't cluster
A group standing together is one easy target instead of several hard ones. Spread out, especially when moving or when a drone is actively overhead.
Minimize radio signatures
Some drones and their operators can locate active phones, Wi-Fi hotspots, and radios. If you must transmit, keep it short and low-power.
Break your pattern
Vary routes and times for anything routine — checking a water source, a perimeter walk, a supply run. Predictable movement is what makes a target easy to plan against.
Add overhead protection to a shelter
Even simple, improvised overhead cover — a dense layer of plywood and packed soil, stacked containers — meaningfully reduces both what a drone's camera can see and what a dropped object can do.
Post a lookout
A person watching the sky, especially scanning low-to-high in a steady pattern, will spot most small drones well before they're overhead — early warning is what makes every other option on this list possible.

If it comes to it: stopping a drone that is actively endangering life

Assume, as the source document does for a warfighter, that this is a low-probability last resort — not a plan. Small drones are genuinely hard to hit: they're small, fast, and erratic, and even trained shooters miss most attempts. Everything above is what actually keeps you safe. What follows is an honest look at what's realistic if it truly comes down to a drone versus a person with no other option, for readers already trained and proficient in safe firearm handling.

What "effectiveness, simplicity, and risk" actually looks like here

Effectiveness: real but narrow. No. 4 birdshot from a 12-gauge is the load most often recommended for this, and testing has shown it reliably connecting out to about 25 yards on a predictable target — Ukrainian units defending against attack drones train on skeet ranges specifically because wingshooting skill, not just firearm ownership, is what actually moves the odds. Beyond that range, or against a drone actively maneuvering to avoid you, hit probability drops fast.

Simplicity: a shotgun is the most accessible option — no special platform, no waiting list — but "simple to own" isn't "simple to hit with." Purpose-built cartridges exist specifically because a standard firearm's odds against a small fast target are genuinely poor without practice.

Risk: three matter most. First, what goes up comes down — shot fired skyward retains enough energy on the way back down to seriously injure or kill someone downrange, so this is only defensible with a fully known, clear backstop, never in a direction where you can't account for what's beyond and below the target. Second, if the drone is carrying any kind of improvised payload — the hazard covered in Section 02 — hitting it at close range can trigger that payload near you. Third, under any normal functioning legal system this is a serious federal crime regardless of whose property you're on, exactly as covered in Section 05; the reasoning in this section holds only in the specific breakdown scenario it's scoped to.

Ammunition details above are drawn from public reporting on the Marine Corps' 2026 counter-drone ammunition purchase and firearms-industry testing, not from the JIATF-401 source document, which doesn't address civilian firearms use at all.

Unmanned Aircraft System / small UAS — the formal term for a drone and everything that flies and controls it.
C-UAS / C-sUAS
Counter-UAS — any system built to detect, track, or stop a drone.
GCS
Ground Control Station — the controller and screen a pilot uses to fly a drone remotely.
FPV
First-Person View — flying via a live video feed to goggles, as if sitting in the cockpit.
ISR
Intelligence, Surveillance, and Reconnaissance — using a drone to watch and gather information rather than to attack.
RF
Radio Frequency — the radio signal linking a drone to its pilot, and the thing most jammers target.
GPS / GNSS
The satellite-navigation signal many drones use to know their position; GNSS is the general term covering GPS and its foreign equivalents.

Feeding a drone a fake GPS signal to trick it into thinking it's somewhere it isn't, sometimes used to redirect it safely.
